Procurement experts accuse FEC of awarding illegal contracts

Procurement experts under the aegis of Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) has accused the Federal Executive Council (FEC) of illegal award of contracts not backed by the constitution.

The procurement practitioners disclosed this while addressing journalists at a media sensitisation programme organised by CIPSMN on National Data Base registration, held in Lagos.

President of the Chartered Institute Alhaji Muhammed Aliyu said he expects that Nigerian media will take up such issues against the federal government. He added that the media also ought to challenge government over its foot-dragging attitude towards the formation of a supervisory council for BPP.

He said it is unfortunate that Nigerian media which is a stakeholder in the proposed council to oversee the BPP has been unusually silent, thereby allowing the FEC that lacks the constitutional power to continue to have a field day.

He said: “In the Public Procurement Act, it is stipulated that the council oversees the workings of the Bureau of Public Procurement that has the sole responsibility of awarding contracts. But the reverse is the case as the Federal Executive Council which lacks the constitutional and legal backing is the one that meets every Wednesday to award contracts that lack the input of professionals.

“What is even more worrisome in the light of this is the fact that the media which is the mouth organ of Nigerian populace and which is also a key stakeholder in the proposed council has decided to look the other way while all this illegality is taking place.”
